Texas Legislature Passes Bill to Require Sonogram Before Abortion

AUSTIN, Texas -- The Texas Legislature passed a bill Thursday that would require doctors to perform a sonogram before conducting an abortion.

Gov. Rick Perry declared the bill to be emergency legislation at the beginning of the year, and it now goes to him for signature. The proposed law requires doctors to conduct a sonogram at least 24 hours before an abortion and to provide the woman with the opportunity to see the results and hear the fetal heartbeat. The doctor is also required to describe what the sonogram shows, to include the existence of legs, arms and internal organs.

An exception to the waiting period was made for women who live more than 100 miles from the nearest abortion provider. In cases of incest, rape or fetal abnormality, the woman does not have to hear a description of the fetus.
Proponents said the law is necessary to make sure women understand what an abortion entails. Opponents say the measure would interfere in the doctor-patient relationship.

The bill passed both the House and the Senate with a two-thirds majority, meaning the law will go into effect immediately after the governor signs it.

State Rep. Sid Miller, R-Stephenville, said the legislation is among the toughest sonogram requirements in the nation. Only three other states require a sonogram for all women seeking an abortion.

Five Truths about Planned Parenthood

Five Truths about Planned Parenthood

health of women and girls needs to look at the record.


As the 2012 budget battles began, Clare Coleman, CEO of the National Family Planning and Reproductive Health Association, took to the pages of the Washington Post. In a piece called “Five Myths about Planned Parenthood,” she argued that defunding the organization was an ignoble goal for members of Congress looking to cut the bloated federal budget.

She said she wanted to address “misperceptions” about the abortion-industry giant. She was joined in her goal on the front page of the Washington Post by reporter Sandhya Somashekhar, who painted a picture of Planned Parenthood that minimized the role abortion plays at the organization’s health-care affiliates.
In presenting Planned Parenthood as mainly focused on prevention, Ms. Coleman neglects to mention several statistics, gleaned from the organization’s own annual reports and fact sheets, that illustrate its heavy (and increasing) involvement in abortion, as well as its practices that routinely place women’s health and safety secondary to its own bottom line.

While the Washington Post declined to present an alternative to the Planned Parenthood way of thinking, there are a multitude of other facts to consider. To add to the discussion of whether Planned Parenthood should continue to be funded, let’s consider five truths about an industry that receives more than $360 million in taxpayer subsidies annually.

1. Planned Parenthood is the nation’s largest abortion provider, performing (and profiting from) one out of every four abortions in the United States.

In 2009, abortion was a “service” that Planned Parenthood provided to 12 percent of its patients overall, and to 97.6 percent of its patients who reported themselves pregnant. It performed 332,278 abortions in that one year alone. That is an average of 910 abortions each and every day.
Since the average cost of an early surgical abortion was $451 (according to the Guttmacher Institute, Planned Parenthood’s former “special affiliate”), abortion accounted for approximately 37 percent of Planned Parenthood’s health-care-center income in 2009. And that figure — nearly $150 million in revenue from abortion — is a low estimate, considering that Planned Parenthood also performs later and more expensive abortions.

In terms of time, money, and unduplicated patients — rather than the bloated “services” rhetoric — abortion contributes significantly more than the 3 percent Ms. Coleman implies to Planned Parenthood’s bottom line.

2. Planned Parenthood increases its abortion numbers with each passing year, bucking the nearly 20-year national trend of a decreasing abortion rate.

Today, Planned Parenthood performs nearly double the number of abortions it did in 1999. And over the last twelve years — during which the amount of taxpayer funding Planned Parenthood receives has, coincidentally, also doubled — it has dramatically reduced the other pregnancy-related services it provides. In 2009, Planned Parenthood made referrals for only 997 adoptions, in contrast to the 2,999 referrals it made in 1999. Similarly, Planned Parenthood’s clients for prenatal care dropped from 18,878 to only 7,021.
Abby Johnson, the former director of Planned Parenthood’s clinic in Bryan, Texas, reports that, in 2009, her clinic was given an increased abortion quota in order to raise revenue. (According to Mrs. Johnson, “the assigned budget always included a line for client goals under abortion services.”) Mrs. Johnson has said that her superiors gave her “the clear and distinct understanding that I was to get my priorities straight, that abortion was where my priorities needed to be because that’s where the revenue was.”

The latest annual report for the affiliate Ms. Coleman headed before she assumed her current post, Planned Parenthood of Mid-Hudson Valley (PPMHV), seems to corroborate Mrs. Johnson’s claim that Planned Parenthood is increasing abortion services with an eye toward increased revenue. PPMHV is relocating its consolidated clinics to open larger and more “modern” facilities, which, notably, have “the addition of surgical abortion services.” The PPMHV report “anticipates” that these new centers will lead to “increasing our revenue and sustainability.”

Planned Parenthood’s new use of Skype to dispense abortion-inducing drugs and its mandate that all affiliates provide abortion services by 2013 also indicate that the organization wants its abortion-increasing trend to continue.

3. Planned Parenthood affiliates have failed to be good stewards of taxpayer funds.

In some cases where Planned Parenthood has not been legally allowed a “financial cushion” through a government health-care program, it has felt entitled to build one for itself. For example, a California audit report showed that in one year alone Planned Parenthood of San Diego and Riverside Counties received $5 million more than it should have because of improper billing practices.

And contrary to Ms. Coleman’s claim, Planned Parenthood does have sources of money other than the government dole. In fact, for its fiscal year ending June 30, 2009, Planned Parenthood Federation of America (PPFA) and its affiliates reported receiving $308.2 million in “Private Contributions and Bequests.” It also made $404.9 million in “Health Center Income.” Though individual affiliates have recorded losses, Planned Parenthood overall reported an “excess of revenue over expenses” of $63.4 million in 2009.

4. Planned Parenthood fights reasonable laws to protect women and girls because such laws might undermine its ability to make money.

Planned Parenthood’s consistent and financially motivated opposition to federal and state legislation designed to protect women and girls makes clear that its abortion business trumps its professed concern for these women and girls. Just this spring, a Planned Parenthood affiliate in Illinois fought a bill to make reporting of sex abuse mandatory, because Planned Parenthood allegedly feared that the legislation might overload the responsible agency with too many cases of suspected abuse.

Planned Parenthood’s longstanding efforts across the nation to overturn common-sense laws that safeguard women’s health and safety further underscore the organization’s pattern and practice of refusing to make caring for women a priority. Just a few years ago, Planned Parenthood challenged a Missouri law that required abortion clinics to meet the same standards as the ambulatory-surgery centers in the state. Its reason? Bringing its clinics into compliance with these medically accepted standards would be prohibitively costly.

5. Planned Parenthood partners with those who sexually abuse and exploit women and girls.

Substantial evidence suggests that Planned Parenthood — far from being a defender of women and girls — defends and abets those who sexually abuse and exploit them. Planned Parenthood has shown itself to be a perfect partner to the pimp, sex trafficker, or child abuser. It hides his crimes through its willful failure to report suspected sexual abuse of children to authorities and its refusal to comply with parental-involvement laws. For example, Planned Parenthood of Central and Northern Arizona was found negligent and civilly liable for failing to report the sexual abuse of a young girl who was being raped by her foster brother, and Planned Parenthood Minnesota/North Dakota/South Dakota was fined $50,000 for ignoring Minnesota’s parental-notice law. Planned Parenthood’s failure to intervene in cases of abuse reflects a lack of concern for the women and girls who go to Planned Parenthood seeking trustworthy care and counsel.

One of Ms. Coleman’s five “myths” is the assertion that “People do not really need Planned Parenthood.” The truth is this: People do not need Planned Parenthood to stay in the abortion business (nor to annually increase its stake in it). People do not need Planned Parenthood to protect adult men who prey on and abuse young girls. People do not need Planned Parenthood’s anti-woman, bottom-line-oriented view that pushes abortion at the expense of women’s health and safety. Above all, people do not need Planned Parenthood’s scandal-ridden and abortion-heavy business practices to be subsidized by taxpayer dollars.

Former Planned Parenthood Director Returns Home to Testify for AUL-Inspired Pro-Life Bill

Former Planned Parenthood director Abby Johnson testified Tuesday before the Texas Senate in Austin on behalf of legislation that would further regulate abortion-causing drugs, such as RU486. The measure, HB 3408 and SB1790, was inspired by model legislation developed by Americans United for Life and sponsored by Rep. Jodie Laubenberg and Sen. Dan Patrick.
Abortion-causing drugs have been a growing part of Planned Parenthood’s business model.

AUL President and CEO Dr. Charmaine Yoest noted, “Women and girls are increasingly vulnerable to dangerous drugs cavalierly distributed in ways that the drug manufacturers do not advise. This kind of off-label drug use can have deadly consequences.”

The bill before the Senate would regulate the dispensing of abortion inducing drugs and would require that they can only be dispensed in accordance with the FDA drug label. It would also require that a physician do a physical examination of the woman before prescribing the sometimes-deadly drugs.

Now a pro-life heroine, Abby Johnson addressed the legislation both from her professional experience running a Texas abortion clinic and from her personal life story, having gone through an RU486 abortion herself.

Peace in chaos


This is life. In the midst of the darkest of hours comes a flickering light to remind you to hang on until morning. In the brightest of days there is a shadow that reminds you to be grateful for the brightness of the day. In the midst of unbearable suffering there is a thought of heaven and a day when all suffering ends. In the midst of indescribable joy there is a song that takes you back to sadder days to remind you that there are those around you in great need. 

As Jesus prayed in the garden he was battling Satan's evil temptations at the same time. As He visited the home of a friend who had died, He brought hope of the Resurrection. As He moved among the poor, the oppressed, and the blind, he brought riches, freedom and sight. As He taught his disciples to love, the tempter convinced one to betray him. As He suffered on the cross, He saved us from our sins. As He died, we gained life. We are alive because He died. We have life "to the full" because He became empty.  

We die to ourselves so that we can live for Him and so that others will follow. 

This is life. This is the message of the cross. Perhaps one key to life is to accept this reality — to always be aware of it, and not get so caught up in one that we forget the other is present. 

I know how to live on almost nothing or with everything. I have learned the secret of living in every situation, whether it is with a full stomach or empty, with plenty or little. For I can do everything with the help of Christ who gives me the strength I need. (Philippians 4:12-13)

PRO-LIFE LEGISLATORS IN TEXAS & NEBRASKA ADVANCE AUL MODEL LEGISLATION

AUL and AULA’s leadership in defending life in law was highlighted last week as pro-life bills in Texas and Nebraska advanced. AULA applauded the efforts of Texas Representative Jodie Laubenberg and State Senator Dan Patrick as they introduced a bill that would ensure that abortion providers are not dispensing already-dangerous, abortion-inducing drugs in an unapproved and medically-inappropriate manner.

The bill requires that abortion providers dispense abortion-inducing drugs only in the way tested and approved by the Food and Drug Administration (FDA) and outlined in the drug’s label. These requirements will prevent the dangerous “off-label” use of abortion-inducing drugs that has killed at least seven women in the United States alone—an “off-label” use that Planned Parenthood readily admits to, on its website and in court documents.

And in Nebraska, Americans United for Life Action Vice President of Government Affairs Daniel McConchie called on Nebraska’s legislators to vote in favor of LB690, which would strengthen Nebraska parents’ ability to help their minor children. The bill, based on AUL’s model legislation, would mandate that parents give consent before a minor may obtain an abortion.

McConchie testified before the Judiciary Committee of the Nebraska Legislature on the bill sponsored by state Sen. Lydia Brasch. Before the committee, he noted that even the U.S. Supreme Court acknowledges that “immature minors often lack the ability to make fully informed choices that take into account both immediate and long-range consequences.” 

“We know that parental consent laws save lives,” said McConchie. “A 2008 study showed that parental consent laws reduce the minor abortion rate by 18.7 percent, while parental notification laws only reduce the abortion rate by about 5 percent.”

Be Good To Your Own Soul

Are you good to your own soul?  Interestingly, the Bible tells us how to be good to our own souls.  "The merciful man doeth good to his own soul."  Proverbs 11:17.

It seems as if the Bible is saying we are good to ourselves when we're good to others.  Hmmm.... Eugene Peterson paraphrased that verse this way:  "When you're kind to others, you help yourself; when you're cruel to others, you hurt yourself." 

In order to be good to our own souls, we are good to others' souls.  Granting kindness to others benefits our own souls just as a gardener benefits by doing good to his garden.  As the garden receives from the gardener, it then gives back. It bears fruit that brings pleasure and nourishment.  When we give to others, we give to ourselves.  When we are stingy with our benefits, we deprive our own souls of the satisfaction and richness that only comes from showing kindness to others.  Be a lover of your soul and do good to your own soul by doing good to others.  If you feel your soul is lacking today, then give.

Please Keep Washington State in Your Prayers!

Good news! Washington State Senate bill that would effectively shut-down pregnancy help centers is now dead! (but the battle is not yet over--so please read on).
The Washington State Senate Committee has removed SB 5274 from Monday’s executive session agenda. The committee did not have enough votes to pass the bill out of committee. Therefore the bill is now dead in the Senate.
SB 5274, also known as The Limited Service Pregnancy Accountability Act, was designed to place strict restrictions and requirements on pregnancy help centers in Washington State. As a result many pregnancy help centers would be forced to close their doors.
Heartbeat thanks you for your continuous prayers and support for pregnancy help centers in Washington. Your prayers were vital to the victorious defeat of this bill.
But the battle continues. Washington HB 1366  is still heading to the House floor for a vote, driven by abortion advocates who want to see pregnancy help centers close their doors. Continue to pray for the defeat of HB 1366 as well. We need your prayers to see a complete victory in Washington State!

American United for Life Update

Abortion is reaching crisis levels in our cities while Planned Parenthood is raking in the profits. For example, the New York City Department of Health recently reported that upwards of 41% of all pregnancies end in abortion. This is a national tragedy.

Here are the facts: Planned Parenthood receives over $350 million of your tax dollars each year – nearly one-third of its funding comes directly from taxpayers like you and me. These tax dollars are the lifeblood of Planned Parenthood's abortion empire – and if we can cut off Planned Parenthood's federal funding base, we can immediately save lives.

Planned Parenthood's real objective is to make abortion more frequent and more profitable, while you and I foot the bill. Meanwhile, the cities are ground zero in the war for the unborn.

With the gains our movement made on Election Day, now is the time to cut off Planned Parenthood's government funding, once and for all!

AUL NOTES INCREASING NUMBER OF ABORTIONS FOLLOWING PLANNED PARENTHOOD'S PRO-ABORTION BUSINESS MODEL

Prior to the Guttmacher Institute’s release of their latest survey of abortion data in the United States, AUL reviewed a copy and found a striking result: following a change in Planned Parenthood’s business model, the decline in the number and rate of abortions “stalled.” 

AUL’s analysis found that Planned Parenthood’s emphasis on chemical abortions and “mega clinics” in urban areas are factored into why the long-term national decline in abortion rates has recently “stalled.”

Guttmacher admits that looking only at the relatively small change in national numbers “masks substantial changes in some states.” Data historically shows the regulation of abortion has a direct impact on abortion rates. However, the Guttmacher report fails to examine changes in state legislation regulating abortion.

AUL is the industry leader in drafting legislation at the state and federal level. Dr. Charmaine Yoest, who was widely quoted in national coverage of Guttmacher’s report, said that AUL’s model legislation on regulation of chemical abortions “is a ground-breaking tool for reigning in deadly drugs.” 

But there is another, more effective legislative prescription for a rising abortion rate: Defund Planned Parenthood. 

“Almost 70 percent of Americans – pro-life and pro-choice – agree that tax dollars should not support abortion,” said Yoest. “In the Guttmacher data we see the tragic result of an aggressive abortion industry.”

WAIT Training Conference

The LINC Network (network for youth pastors) which consists of over a dozen churches in the bay area has been working hard at hosting a WAIT Training Certification Seminar in our area. We believe this training would better equip pastors, educators, parents and other influential adults to prepare our teenagers to develop healthy relationships with others especially with those of the opposite sex. WAIT training (www.waittraining.org) is a sex and relationship education program which empowers teens and their parents by teaching them relationship and boundary setting skills and providing them with tools to help them abstain from sexual activity and other high risk behaviors.  WAIT encourages students to make healthy choices and focus on their goals and dreams.  It does not expect them to fail in the area of sexual health or assume a back-up plan is necessary because their failure is expected.  Instead, it teaches positive relationship skills and the affects of teen sex on their health and how it diminishes their chances to achieve their goals and dreams.  WAIT teaches students skills in order to develop and maintain healthy relationships.  It promotes healthier relationships with peers, parents, and other authority figures.  WAIT has a profound impact in the lives of teens and those who want to make better choices regarding their sexual decisions.  The results have been phenomenal. It is unlike any program I have ever witnessed. 

The LINC Network will be hosting a WAIT Training Certification Seminar February 4-5 at Clear Creek Community Church in League City TX. The seminar will give you the tools to teach this curriculum and qualifies you to teach it within a school system. If you are interested in participating you can register at www.waittraining.org.
